Based on documentation in the BoW package I added most of the BoW e-file to the Konzev e-file. Added a small number of entries from other sources. The result can be played - I am more than 60 turns into a match using it. Of course, it is a mess in this state. The two e-files follow different directions. Bow is a World e-file - Konzev is an ETO e-file. Most important BoW's author "abbreviated" almost every equipment "family" due to constraints in the maximum number of entries. You get just "Panzer III", no Ausführungs like in Konzev or the standard package e-files. But BoW, with almost double the entries, adds some new elements. Most notably the naval e-file is not generic. Even some mid of the ladder nations get a few naval entries of their own.
Of course, at some point, one may decide to edit the eqs files writing off the redundancies that are least preferred...
The icon sheet base is an assembly of icons used by Narayan Sengupta for Pacific General custom campaigns. Incidentally, a great number of BoW e-file entries bear the exact same name we can find in the Narayan icons documentation.

I added very few entries that were not in Konzev or BoW. Four of them were non combatant construction units for Germany, Japan, USSR and China. Today I tried the "Organization Todt" unit in game. No constructions available other than "obstacles". No supply receiving.
Than I remembered I thought civilians would not be armed and so they would have no ammo. So I set them with Max Ammo 0. But Engineering actions require ammo - except the "obstacles". Now they have Max Ammo 10 and they have been laying railroad.
Bottom line: If you are thinking of creating "voluntary worker" units do not forget to assign them Max Ammo higher than 0.
